College of Applied Sciences “Lavoslav Ružička” is committed to making its websites accessible in accordance with the Act on the Accessibility of Websites and Programming Solutions for Mobile Devices of Public Sector Bodies in the Republic of Croatia (Official Gazette No. 17/19; hereinafter referred to as: the Act) transposing the Directive (EU) 2016/2102 of the European Parliament and of the Council of 26 October 2016 on the accessibility of the websites and mobile applications of public sector bodies (OJ L 327, 2.12.2016).
This Accessibility Statement applies to the website of the College of Applied Sciences “Lavoslav Ružička”, https://www.vevu.hr/en.
The website https://www.vevu.hr/en is partially compliant with the Act due to the non-compliances (non-accessible content) listed below.
The content listed below is non-accessible for the following reasons:
– Some .pdf files contained in the publications were not entirely created by exporting from the source file from Microsoft Office Word with the choice of accessibility options, but by scanning printed documents, ie they are not accessible because they are not properly prepared for screen readers;
– some images and files do not have an appropriate textual description (alt text);
– pdf files do not open in a new window (tab) of the browser, and .doc and .ppt files are available only as downloads;
– the end user is not allowed to fully use all the contents of the web page with HTML5 elements;
– the names of individual links should specify more specifically the content behind them;
– there is no possibility to include a font for people with dyslexia;
– the contrast of text, text frames and images is not completely harmonized with the background of the page;
– the flashing elements of the website are not clearly marked;
– one part of the menu is activated by moving the mouse
– keyboard navigation within the website is partially enabled
– all published photos do not have an appropriate description
– <h> elements are not used for all titles, and text elements are used for paragraphs <p>
– not all texts are aligned on the left margin
– Audio and video content are missing subtitles.
College of Applied Sciences “Lavoslav Ružička” is working on addressing the above non‑compliances.
With respect to all misalignments, College of Applied Sciences “Lavoslav Ružička” temporarily demands the exception due to disproportionate burden in line with Article 8. of the Act.
In line with the Article 3. of the Act, College of Applied Sciences “Lavoslav Ružička” classifies the .pdf files published prior to 23 September 2019 as archive files, so those files are exempted from the implementation of the Act.
Technical limitations of the current web architecture prevent the full alignment of the College of Applied Sciences “Lavoslav Ružička” website with the Accessibility Act, which manifests as somewhat difficult browsing the website for persons with disabilities, considering the complexity of the main site and other sites and as limited number of possible browsing manners and complex procedures for uploading materials.
Improving the accessibility level
Considering that there are certain shortcomings, College of Applied Sciences “Lavoslav Ružička” will remove them in time, in line with the recommendations for the improvement of the system accessibility and with the goal of achieving full alignment with the Act on the Accessibility of Websites and Programming Solutions for Mobile Devices of Public Sector Bodies in the Republic of Croatia.
